Describe the issue:
When a SAML IdP is configured with a standard OIDC App, IdP initiated authentication flow fails.

How to reproduce:

  1. Configure an OIDC SPA as a B2B SaaS application in my organization.
  2. Create a B2B organization to represent a B2B partner.
  3. Configure Azure AD as a federated SAML 2.0 IdP for the partner.
  4. Try Azure AD initiated SAML 2.0 SSO by accessing the user access URL in Azure AD for the particular application.

Expected behavior:
IdP initiated authentication flow should be successful.

Environment information:

  • Product Version: IS 7.0.0
  • OS: macOS
  • Database: default
  • Userstore: default
