License NOTE in reverse dependencies

In reverse dependencies, we get a NOTE about the license in x13binary. Perhaps nothing we can do about?

Package has a FOSS license but eventually depends on the following package which may restrict use:
  x13binary

I doubt you get Census / US Dept of Commerce to change their license now. It is AFAIK one of the oldest use of 'paid for by US taxpayers and free to use by anyone'. And of course I don't find a license statement on the website now :-/

So maybe easier (hah!) to plead with Brian Ripley (hah!) especially now that we actually do it all from source?
