  1. Ensure a modelProvider is always registered. 

    Previosuly using the configugration builder would allow you to omit the implemenation, meaning the IfcStore would fail to resolve a provider.

Now we always default the MemoryModel Provider wgebe none is supplied.

TODO: Consider if we default Heueristic Provider?
