CollectionView on ios, EmptyView configuration is not honoring the Flowdirection and simply mirroring the content

Description

Steps to Reproduce

  1. Create a CollectionView with EmptyView configured with Label and image
  2. Change the application flowdirection to RTL, or change the device language to RTL language
  3. The View is simply a mirror-reflection-view rather than a RTL orientation

Expected Behavior

Flow direction of the elements is in RTL

Actual Behavior

FlowDirection is in LTR and the content is mirror-reflection

Possible workaround is have the RotationY=180

set Trigger to the EmptyView

issue still persist in XF 5.0, workaround is still working though
