Description

When using FlyoutBackgroundImage to Fill the entire Flyout it works fine on iOS but it doesn't fill all the available space on Android.

Steps to Reproduce

  1. pull branch fix_13305
  2. run Shell Flyout Background issue
  3. Toggle Header/Footer Transparent

Expected Behavior

Actual Behavior
