This should be a standard ⌘-, preference pane; see the Preference Pane Programming Guide. At least initially it's somewhere that font preferences can live, and it can slowly and continuously bloat outwards from there.

We're currently skipping out on a real preference pane in favour of config files; maybe we'll revisit in the future but happy for now.
