Evaluate possibility of on-demand XTF releases

XTF is used by number of teams with different time frames for test development and testing. In case that new XTF functionality(or modification) is required for test development and testing, there is long process to get into new release. As a workaround teams rather wrap XTF classes or add possibly useful tooling into their product test suites.

Purpose of this issue is to evaluate a way how to provide XTF releases on demand.

Prerequisites/Requirements(WIP):

• XTF must have stable test suite which will be part of standard PR review (XTF is missing test coverage #325)
• Script which automatically releases XTF (tag + push to maven repo)
