Things work best when the messages relayed are small since they can potentially be relayed through a lot of peers. I haven't tried to test the throughput, but my hunch says video will be too demanding.
An alternative could be to use peer-relay to connect directly to the intended webrtc peer you want to send a video to. This would bypass the throughput constraints of peer-relay while still allowing the webrtc signalling info to be relayed in a decentralized way.
Can this be used to relay video ?
