This appears to be a mostly empty repo with the built phar from PHP-CS-Fixer pasted in it.

fabpot/PHP-CS-Fixer can be installed via composer, so I'm not sure what purpose this serves.

fabpot/PHP-CS-Fixer has the source code, but not the phar. This is just a convenience repo for easy inclusion of the phar build.
