The yBudget team is transitioning into a larger structure composed of multiple teams, each having a representative. These teams collectively determine the outcomes of budget requests. To manage this transition, a dedicated role called a "cat herder" is necessary. This individual will oversee operational processes and ensure the team makes timely and informed decisions.
The cat herder serves as a process owner, acting impartially without voting rights. Their responsibilities include making corrections and clarifications, proposing consensus-driven solutions, and ensuring adherence to proper procedures. This role does not influence decision-making outcomes directly.

Initial triage could be a quick initial scan with a short SLO so budget requesters can make adjustments quickly and get to the broader review stage
