I think that we should pin numpy<2.0 and plan to cut another release in December. Maybe this can be the last of the 1.x series and then we can shoot for a 2.0 release in early 2024. I don't think that would support numpy 2.0 yet, because it will take some work for dipy to upgrade to 2.0 support given all the Cython dependencies
