Replace static page with Web Component

The standard "Allo" should be replaced with a template that uses the repeat directive. It should be simple and I might be send over the PR.

Silly question - how do you use a locally-installed generator? I'd need to checkout from Github, not NPM.

If you need to checkout from github, clone the repo, cd into it and then npm install && npm link. You should then be able to use your local version of yo polymer without issues :)
