Expose the Database.Persist.Sql.Migration module #1310

Right now the Haddocks for Database.Persist.Sql are a bit of a mess, in part because we're not exposing the underlying modules. Haddock just jams all the stuff in there.

Exposing the Sql.Migration module would instead put a link there, and then the docs would be rendered and could be nicely organized.
