[Idea] Pre-check for servers' availability before starting the task #134

Hi,
I have been facing disconnection during the night (due to VPN connection expiring) and all my remaining tasks failed.

I have an idea to avoid that in the future, should not be too hard to implement.
Essentially, the very first task should be a simple test for server (SVN and GIT) availability (using svn list / git list for example), and if it fails, do not initiate the task at all so it can be restarted later without having to wait or clean up.
