There needs to be a separate template for Documentation pull requests.
The current one is for python code pull requests and not appropriate for Documentation
pull requests.

Likewise, https://github.com/ytdl-org/youtube-dl/issues/new/choose needs an
additional category and template: Documentation issues.
Compare: https://github.com/Perl/perl5/issues/new/choose .
