Currently gyp on windows assumes that the semi-hermetic version of cygwin 
used in chromium has been configured in the registry with the setup_mount.bat 
present in the source tree. Ideally this would either not be required, or 
alternatively their should be a way to properly express this dependency.

This got separated out to a build step. Much nicer now. Good enough until 
cygwin is 
removed fully.
