Looking lower than 0 degrees (horizontal, unsure if that is technically 0 degrees) hides the water colour, and makes the water transparent. The waving effect around the arms/gun show the colour, however.
Same hardware and same problem for me. AMD Radeon 7850, ubuntu 13.10 amd64.
Also, similar shader problem with this hardware appears in Counter Strike: Source and Half-Life: episode 2. Sometimes the water becomes completely transparent like on second screen by @rakiru
Looks like it's problem with drivers or even hardware itself. Maybe there is workaround for this?
