Prepare for and create PR for pushing the topic-ble-llcp branch up to main

Some preparations are required before the topic-ble-llcp branch can be pushed up to the main branch:

• EDTT tests must run for both legacy and refactored LLCP (Andries)

• Mark refactored LLCP as experimental in KConfig (Szymon)

• CODEOWNERS file must have correct information (Andries)
• The ull_conn and ull_connections file must be in sync: move new functionality in ull_conn/ull_central/ull_peripheral (Thomas)

• Ensure that not all permutations are build on PR (Andries)
