-make crashsite estimator (red ring) always ON for all sort of flying ground unit

1. Updated API_CUS to exactly match BAR version. This includes a fix/hack to shadows missing on AMD GPUs
2. Updated shader to match the requirements of fix in ZeroK-RTS#1
