Hello,

I would create zf-apigility-throlling module which would allow rate limiting for apigility APIs.

You can abstract this functionality on web server level and use software like Kong for Api management. It is smarter solution because it you reach the limits you will not be allowed to access our network (behind the Kong layer) and will not overload the fpm servers
