is there a way to add permissions to a user without adding a specific role for them?
For example if i want to add permissions for "Modules" (User A has the right to view Module "Documents", User B not - without adding a Role for every Module?)
Should i just create a role for every user?

I don't think so! I can't see any possibility how to assign a permission directly to a user without assigning a role.
Maybe I am wrong, but database tables don't look like this is possible at all. Please provide an example if I should be wrong.
