Numerous reports and observations of inaccurate latency. Sometimes latency is several hundred ms, testing through other means shows it should up < 100.

Sent some test results to Graham. With current dev code latencies appear to be correct. Checking with him on results...

At this point latency issues seem to be corrected. Noted that the "closest" algorithm doesn't always choose the same website that speedtest.net uses. When i manually match up the server the latencies are always within a few ms
