To create a C++ class to control Haptic Feedback using Simple Direct media Layer library.

Initial work is done on Logitech G27 Steering Wheel, but then will shift to SimSteering2 Wheel.

For Logitech G27 the profiler needs to be running, 100% for everything and 900 degrees set. Allow game to adjust settings within Global Device Settings.
