open.foia.gov will go away on Sept 30th, add a banner so folks know where to go

What about adding a different background color so those who have been to the site before are more likely to notice the new text? #e31c3d is one of the main USWDS colors and might be a good one.

Maybe a little intense... the contrast also looks a little poor.

Alternatively, we could disable the 'X' to close, it's just a static banner.

I think there are still a couple word and grammar issues in the text. Is it OK if we break up the text? and note: openFOI will sunset, not will be sunset, unless that's a usage I'm not familiar with.

openFOIA will sunset on September 30th, 2017

openFOIA will no longer be available as of September 30th, 2017. We’re working with the Office of Information Policy at the Department of Justice to build the National FOIA Portal as required by the FOIA Improvement Act of 2016. You can follow our work on our Github repository.

The new National FOIA Portal will offer new features as well as resources made available on openFOIA and FOIA.gov. In the meantime, please visit foia.gov to find information on how or where to submit your FOIA request.

Oops, sorry, I think I overlooked some of the edits in the google doc. Copy/Paste is hard. I'll update it in the next PR.
