Handbook shows in Hub UI

So that 18F employees know where to go to get the information they're looking for, we should communicate that more clearly how to get to Handbook information via the Hub UI.

Acceptance Criteria: So, we want to implement a new Hub homepage (attached prototype) that we hope will give our users clear direction on where to find the information they need in the Handbook

1. Hub search returns results from Handbook and from whichever pages are still being maintained in the Hub
2. Link to Handbook from Hub homepage

I'm trying to figure out if git subtrees would be a better mechanism than git submodules for this. @mtorres253 , did you have a reason to prefer submodules?

Nope @catherinedevlin no preference. In fact I would rather let you figure out the best implementation. This was just a suggestion. Let's talk about the requirements in the meeting just to make sure we have everything documented so that we pick the best way to handle
