馃洜 Summary of changes

Following #9790, we haven't been able to resolve the issue with the partner application. The UUID configuration is still being used, but as described in the proposal here in the Results section, we'd like to move forward with rolling this out on a wider basis while we try to resolve the more specific issue mentioned above.
