Opened a new issue here
Unidata/netcdf4-python#1338

While tests pass, the wheels fail to build properly. Awaiting an upstream fix here.

I was able to install the whole dependency chain with netcdf4 >= 1.7.0, so maybe that is not the problem here. Note that the wheel was built, the installation that failed with in the phase:

 pip install virtualenv -c /constraints.txt
``

That could b/c due to the mix of setup.cfg, .py and pyproject.toml. I would try to converge all the dependency metadata into pyproject.toml and remove the setup.cfg if possible.

Taking a look at the dependencies, the issue is pint. They support NumPy 2.0 only on Python 3.10+, but we intend to still support Python 3.9
