Updated MacOS jobs to use newer OS version per VFX ref platform 2023, kept one 2022 macos job.
Marked 2 Windows jobs as VFX ref platform 2023 and updated them to use newer version of MSVC 2022 (17.5) available on the github 2022 runner image.
