Review of governance

The consortium has identified that we should review our formal governance document, which has not been reviewed in its entirety in a few years. Partners and collaborators are invited to propose edits and comments here:

In addition to proposing changes, in particular please add comments about any individual features that you proactively want to keep as is. While nothing is necessarily staying or going, it is my expectation that when we are done, a lack of comments about a section means no one cares deeply about it, not that it's fine as is.
