Drafted Phase 5 Scope of Work for discussion; cost estimate emailed
Added Future Features page as well for tracking feature requests
Phase 4 budget just about spent; let's get Phase 5 executed soon
Received our first external pull request, #265, so added contribution review and support to Phase 5 scope
