Different emojis, no null ranking entries and bot hangs fixed - mostly.

Fixes and new cog

I'm still working on proper errors handling. For now moderation commands' errors are handled, but I want to handle of of them with many templates.

New cog will help to organise server events.

More on moderation

In this update, I've included new command "regulamin" and I've started to track changes with changelog.
Also from this update, bot is logging message editing and deleting.
