This PR updates the CI github action scripts. The nighly and test script were clean up, and common code moved to composite actions in .github/actions/ folder.

The PR also adds the option to run normal tests with custom anybodycon.exe files located in an azure blob storage. This requires that the AnyBodyCon files are uploaded by the AMS build scripts, which still need to be implemented.
