Update Install Reference for any version

Removed reference to a specific version in the install section.

Update readme template to include release history tables

This release updates the template to include the release history tables now common to community projects published by Aras Labs. The template also includes a link to a sample license file and a sample embedded image.

Include missing "License" section

The readme template was previously missing the License section at the end.

Add sample pull request and issue templates

The .github folder in this release contains sample templates for pull requests and issues. Checkout the screenshots folder to see the templates in action.
