AP_DDS: Run DDS smoke test in CI #23281

A runtime test for DDS is needed to validate the ROS2 messages being published/subscribed are working.

The purpose of this ticket is to use the smoke test (assume it's already written) and run it in CI. If the smoke test fails, the build should fail.
