SeqMetrics: a unified library for performance metrics calculation in Python

This is a major release 2.0 of SeqMetrics.
The major changes include
-> addition of a functional API for all metrics
-> a streamlit app code in app.py
-> added reference for tests for all metrics
-> increase in number of performance metrics and bug fixes
