By default, Related Posts are not displayed on Attachment pages, but the "Related" heading appears to be creeping in somehow:

The screenshot above is from my site running the Twenty Nineteen theme, and this was originally reported at https://wordpress.org/support/topic/related-posts-header-on-attachment-pages/ where the site is running the Portfolio Plus theme:

Related Posts: do not add markup to attachment pages by default.

Fixes #12115

If one wishes to enable Related Posts on attachment pages,
they will need to use the jetpack_relatedposts_filter_enabled_for_request filter.
