Jetpack AI: open upgrade path on a new tab, part 4

Part of #37458.

Proposed changes:

• Add support for upgradeUrl on the sidebar upgrade link
• Set the upgradeUrl on the pre-publish panel upgrade link, so it opens a new tab

Other information:

Testing instructions:

• Spin up a new site, open the editor and use all the 20 requests on it
  • Alternativelly, sandbox the public-api endpoint and fake the current usage so your site requires an upgrade
• Click on the "Publish" button so the pre-publish sidebar will show up:

• Look for the AI Assistant section; you will see an upgrade link on it

• Confirm the upgrade button will open on a new tab when clicked

• To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the update/jetpack-ai-update-target-of-sidebar-upgrade-message branch.

• To test on Simple, run the following command on your sandbox:

  bin/jetpack-downloader test jetpack update/jetpack-ai-update-target-of-sidebar-upgrade-message

Jetpack plugin:

The Jetpack plugin has different release cadences depending on the platform:

• WordPress.com Simple releases happen daily.
• WoA releases happen weekly.
• Releases to self-hosted sites happen monthly. The next release is scheduled for June 4, 2024 (scheduled code freeze on June 3, 2024).
