"Manage all your email subscriptions" link doesn't work when logged-out

Steps to reproduce

1. Log out of WP.com or do this incognito.
2. Starting at: a promotional email for .blog received from the "promotion" email list.
3. Click unsubscribe in the email.
4. Land on a page like this (I'm not including the actual URL since it's personalized; DM me if you need it): https://cloudup.com/ciuMo3ca8rl
5. Click on "Manage all your email subscriptions"

What I expected

I expected to be taken to a page where I can manage all of my email subscriptions.

What happened instead

The URL changes to https://wordpress.com/me/notifications/updates but the contents of the page stay exactly the same as the screenshot in #4 above.
