What does the pull request do?
Instead of searching for a ScrollViewer as a anchor provider, we are looking for first ancestor implementing the interface. By default ScrollContentPresenter.
What is the current behavior?
ScrollViewer is used as anchoring provider. But ScrollViewer is not a real provider and transmit calls to the ScrollContentPresenter.
What is the updated/expected behavior with this PR?
Just like ItemsRepeater, VirtualizingStackPanel should search for a anchor provider by interface.
