As mentioned in the title this commit adds a
pending-chargeproperty to the battery service.The
pending-chargeproperty facilitates more reactivity for widgets on laptops, which have charging limits enabled. While plugged-in and below a certain charging threshold, the battery state will stay atpending-charge.
