I cannot deploy AKS clusters in Westeurope, all of the deployments fail with the error: Timeout while polling for control plane provisioning status.

I get the same error when deleting a cluster too (still westeurope). Have raised a support request with Microsoft.

Worked for me just now.
Used the command az aks create --resource-group Hub --name bkhub-cluster --node-count 1 --node-vm-size Standard_D1_v2 --dns-name-prefix bkhub --kubernetes-version=1.8.1 --generate-ssh-keys

Same issue in EASTUS, I was using terreform and the creation process ended after an hour with an error that says

: azure#WaitForCompletion: context has been cancelled: StatusCode=200 -- Original Error: context deadline exceeded
