Fix an issue where use-recent-api-versions triggers unhandled exception

Summary of Changes:

• Renamed NamespaceResolver.GetAvailableResourceTypes() to NamespaceResolver.GetAvailableAzureResourceTypes() and updated it to only return Azure resource types, which addresses use-recent-api-versions throws when importing extensibility providers #12347.
• Refactored UseRecentApiVersionRule to employ DateOnly instead of DateTime.
