Critical bug recounting block limits in end or nether

Description:
Recounting limits of blocks in nether and end island is not working properly, you are able to have unlimited of each limited block on that dimensions.

Steps to reproduce the behavior:
-Limit a block in config.yml to 1
-Go to nether island or end island and put that block and see /is limits showing 1/1
-Use /is limits recount or /bsb limits calc player and see how now it shows 0/1
-Put another from the same block
-Repeat the process and have unlimited of that block

Expected behavior:
Recount properly the limits in nether island and end island.
