WalletShell v0.3.1

First release of WalletShell, GUI wallet for Bitcoin nova based on Bitcoinnova-service.
This release is compatible with Bitcoin nova version v0.8.3, packaged release archives includes Bitcoinnova-service executable binary v0.8.3 extracted from official Bitcoin nova release.
