Add a whitelist of resource types which don't require a schema

Motivation
At the project level, it is possible to enforce the presence of a schema.
However some resource types don't and won't have a schema such as contexts or studio-related resources

Acceptance criteria

1. A config describing those types for all projects is introduced in Delta
2. It accepts a whitelist of types and a boolean to accept resources without a type
3. If a resource type belongs to this whitelist then they can be created without providing a schema
