Basically the same issue from this WebMessage ticket and this MyMessage ticket. The photo is a Live Photo sent from iOS, and below is a screen recording of the bug, as well as a copy of the photo. I tested this on macOS with WebMessage and got the same results, so this bug does not appear to be unique to any particular operating system.
