the relevant frontend issue is CARTAvis/carta-frontend#1617

This is to extract mean values over a width along the line/polyline.

  • v3b1: support point region request
  • v3b3: support line region request

@markccchiang for v3b1 will just need to support point region. line region will be scheduled for v3b2.
