Actual behavior

Windows only: if Cate is installed on a drive other than the drive with the user's home directory (usually C:), the cate-cli.bat wont work because it can't change the directory from C: to the other drive.

Neither Cate CLI nor Cate Desktop will therefore work if installed on another drive.

Expected behavior

Cate CLI/Desktop should work from all drives on Windows.

Steps to reproduce the problem

  1. Install Cate on D:\cate
  2. Open "Cate CLI"
  3. Type cate -h or python

Cate 1.0, Windows 10
