Add capability to change the line width or color of lines boundary (e.g. state, county) lines #271

A user requested that we had the ability to modify the line width and/or color of the map lines. this would be beneficial for both the default map layers and user supplied ones.

This can be done using the
Configure Plot > Labels > Other

GIS Layer Lines

Width: 1 (default)
change to a higher number
Width: 4
This results in the attached plot that shows the state boundaries with a thicker line.
Configure_Other_GIS_Layer_Lines

Need to update documentation to show this option.
