Merge situated safety impact and mission impact in the applier tree, so that the result of the table or whatever is the max of the two decision values.

E.g., map LL, LM, LH, ML, MM, MH, HL, HM, HH (for two low/med/high dimensions) onto a single L/M/H (input could be more than three possible values, output should be relatively small (3-4 values)
